NEW YORK (AP) — Four New York City jail guards have been indicted for failing to intervene in an inmate's suicide attempt until it was too late to save the teenager from serious brain damage, authorities announced.

The correction captain and three correction officers waited nearly eight minutes before providing any assistance to 18-year-old Nicholas Feliciano at the Rikers Island jail complex on Nov. 27, 2019, Bronx District Attorney Darcel Clark said Monday.

The guards were arraigned Monday on charges of first- and second-degree reckless endangerment and official misconduct. The head of the Correction Officers’ Benevolent Association says the union will defend the officers vigorously. Feliciano has been in a hospital brain injury unit since the suicide attempt.

Israel’s Antiquities Authority says it has discovered a rare 1,850-year-old bronze zodiac coin during an underwater survey off the coastal city of Haifa. The coin bears the image of the zodiac sign Cancer behind a depiction of the moon goddess Luna. Experts said Monday the coin was minted in Alexandria, Egypt, under the rule of the Roman Emperor Antoninus Pius in the second century. The antiquities authority says it is the first time such a coin has been found off the Israeli coast.

The Port of Savannah saw record-breaking cargo volumes this past fiscal year amid a surge in imports and West Coast backlogs that prompted shippers to reroute goods to the East Coast. The Georgia Ports Authority said Tuesday that its docks in Savannah handled nearly 5.8 million container units of imports and exports in the fiscal year that ended June 30. That's an increase of 8% from a year ago, when Savannah exceeded 5 million container units for the first time. The executive director of Georgia's ports said the growth has been “stunning.” Savannah is scrambling to keep up with demand, with roughly 40 ships waiting offshore Tuesday.

The New Jersey Devils have signed defenseman Jonas Siegenthaler to a five-year, $17 million contract extension starting next season. General Manager Tom Fitzgerald announced the signing, saying the Swiss defenseman would make an annual average of $3.4 million with the two biggest paychecks in the first two years of the extension. Siegenthaler set career highs last season in games played (70), assists (13), points (14), shots (92), and in all-time, on-ice metrics. The 25-year-old led New Jersey defensemen in hits and ranked second in blocked shots. He was acquired from Washington in April 2021 for a draft pick.

A joint venture between General Motors and South Korean battery company LG Energy Solution is set to receive a $2.5 billion loan from the Energy Department to build battery cell factories for electric vehicles in three states. The Energy Department says it has made a conditional commitment to lend the money to Ultium Cells. The loan could help Ultium finance three lithium-ion battery plants planned in Michigan, Ohio and Tennessee, bolstering Biden administration efforts to promote electric vehicles and reduce dependence on China for critical components. The director of Energy’s Loan Programs Office said Tuesday the loan would “help build a domestic supply chain to meet the growing demand for electric vehicles."

British Prime Minister Boris Johnson has defended meeting a Russian oligarch with a KGB past. The British leader says that “as far as I am aware” no government business was discussed at the 2018 get-together. Johnson is facing questions about his relationship with Russia-born newspaper owner Evgeny Lebedev and his father, Alexander. The older man is a businessman and Cold War-era KGB officer. Johnson went to a party at Evgeny Lebedev’s Italian mansion that was also attended by Alexander Lebedev. Johnson, was British foreign secretary at the time but was not accompanied by any officials. Johnson said it was a “private, social occasion” and that “as far as I am aware, no government business was discussed.”

Coca-Cola posted higher-than-expected sales in the second quarter due to price increases and higher demand at theme parks and other venues. The Atlanta-based company said revenue grew 12% in the April-June period to $11.3 billion. That was well ahead of Wall Street forecasts. Coke said higher prices aren't yet impacting consumer demand. Coke's net income fell 28% to $1.9 billion for the quarter as it spent more on marketing and absorbed losses in Russia, where it halted sales in March.  Excluding one-time items, Coke earned 70 cents per share in the quarter, also higher than analysts forecast.

Russia has announced it is acquiring the stock in an Arctic oil field now held by French and Norwegian companies. The Russian government said Tuesday it had approved a proposal for the Russian oil firm Zarubezhneft to acquire the stakes of TotalEnergies of France and Equinor of Norway in the Kharyaga project in the Arctic. The move gives Zarubezhneft 90% of the projects shares, and the balance are held by another Russian company. Financial terms and other details of the transactions weren’t disclosed. The acquisition is part of a divestment trend following foreign companies exiting the Russian market because of the country’s military action in Ukraine.

People infected with COVID-19 will no longer have to quarantine themselves in Austria if they don’t exhibit any symptoms. Austria's health minister said Tuesday the country is scrapping mandatory quarantine for people who have tested positive but don’t feel ill. Austrian news agency APA reported the new regulations will apply next month. Infected people still need to wear masks if they leave their homes unless they are outside or can keep a distance of at least two meters (six feet) from others. They are also not allowed to enter places catering to vulnerable people such as hospitals, nursing homes or facilities for the disabled.

In a bid to stoke nationalism and justify his policies, Mexico's president has increasingly taken to calling his opponents “traitors” and accused them of working for the foreign governments. South Carolina can continue enforcing its six-week abortion ban after a state judge on Tuesday denied a request to temporarily block it amid a legal battle. Planned Parenthood South Atlantic and other plaintiffs had asked the judge for an injunction while their lawsuit challenging the ban moved through the courts. The lawsuit argues that the law violates the state constitution’s rights to privacy and equal protection.
